I really got the same idea but in my idea i used cloud extractor on the top of the balloon to extract the clouds and convert it in to water. In India there is a large amount of water shortage many ponds are empty. This balloons can be placed in the ponds. continues water from the clouds.

Hi David,
I sent you a copy of emails. One mentions proto-water. On the web is also stuff on ‘dew ponds’ – It is more than condensed water, it is prewater that turns to water.
